Background

The Emergency Foundation for Miserable ( EFFM ) has established in 2005 registered in Cambodian Ministry of interior as Cambodian Non Government Organization to help poor people who are living in the bad condition life was founded in 2005 by Mr. OM Tara. Like many Cambodians, Mr. OM Tara grew up without a father. Cambodian fathers were slaughtered by the Khmer Rouge regime, particularly officials and intellectuals. Tara’s first stroke of luck was to get a government scholarship to study business in Russia and Japan. He returned from his studies and worked his way up in government administration. Tara’s luck helped him rise to a middle level public servant job. One day he noticed a newspaper article about children working on the rubbish tip in Phnom Penh. After a while he went to the tip to see for himself. He saw children as young as 3 years old scavenging for scraps of plastic and paper amongst broken glass. He was so disturbed by what he saw that he decided to act. He brought food to the families on the tip, and started a small school.

Mission

To help vulnerable people such as poor elderly live alone without children or relative support, poor children live depend on collect garbage on street, children live in violence family( like drunk -drug parents), children has been rescue from sexual traffic, orphanage ,,in order to have chance to study and recover life with new expectation.
