Overview

Khmer Development of Freedom Organization (KDFO) vision of happy loving and understanding family environments, which support the full and harmonious development of the personality of their children. Thus KDFO respect and support the efforts of parents and other caregivers to nurture and care for children in a family environment. This vision was inspired by the World Declaration and Plan of Action issued at the World Summit for children in September 1999, which aimed to better implement the UN Convention on the Rights of the child. KDFO established itself on the understanding that it would be guided by the principle of family reunification, as well as a base for outreach to strengthen family units particularly those who are vulnerable or at risk. KDFO envisions our country in the year 2030 where the hopelessness of its poorest people will embrace volunteerism, trust, compassion, solidarity and respect. All Cambodians will have the literacy and skills to find employment, better living condition and a healthy living environment and prevention and care people are living by HIV/AIDS.

Background

KDFO is local Cambodian NGO, managed and directed by Cambodians. It has eight years of experience working with Cambodia’s street population, in particular targeting children and their families. KDFO is a locally registered NGO whose main aim to provide safety and security to the poor and street children in Phnom Penh City since the beginning but reaches out to families of street children throughout the country. In particular KDFO aims to reunite children with providing care and love to children and support children reintegration to school. Khmer Development of Freedom Organization (KDFO) is made up of members of the community and was established on 10 April 1994. It was established, registered and officially recognized by the Council of Ministers on 30 September 1994, and by Ministry of Interior on 26 December 1994. Those who established Khmer Development of Freedom recognized the importance of a caring family environment for the healthy development of children. They established the organization to provide immediate security and safety from which to assess a child’s situation and work towards return to family’s life. Family whenever possible was and remains the ultimate aim of the program. This was achieved by providing financial, material, technical or psychosocial support to both the child and family members. KDFO aims to provide safety and security to the street children rubbish pickers of suburb of Phnom Penh. In particular KDFO aims to support reintegration children to school and follow up them every day. Over a eight-year period KDFO worked with some 364 street children, managing reunify nearly 30% of them. KDFO reintegrated to school and support them. KDFO has built itself slowly and methodically over the past eight years. It has developed consistently against a backdrop of instability and violence in Phnom Penh city the rubbish pile zone. The main goal of KDFO is to improve the standard of studying and well being for children by providing a safe, secure environment, educational opportunities, vocational training and the possibility if family reunification or placement.
