Overview

The KPF ‘secretariat’ has the main responsibility to coordinate overall development and management of programs according to the KPF strategic directions and objectives (as documented in the current KPF Strategic Plan/Future Directions document and related Operational Plan). This includes obtaining funds from a range of donors for specific projects, including the Rabbit School, Rabbit Caf, a Day Care Centre, Activities Training, Parents Association, and specific research and disability awareness raising activities. It also involves coordinating project monitoring, accountability and donor reporting. Other key tasks include networking, communication and alliance-building with local, national and international stakeholders, and identification and development of new funding opportunities, as well as developing organisational policies, plans and procedures. These core roles are vital to the ongoing development and sustainability of KPF’s work to address the needs of children and youth with disabilities in Cambodia.

Background

The Komar Pikar Foundation (KPF) “Foundation for Disabled Children” is a national organization, officially registered with Cambodian government ‘to develop programs and strategies to provide for the needs of children and youths with moderate to severe disabilities.’ Established in 2007 it has already achieved national and international recognition, but is still in a formative phase, as it builds up a diversity of donors and firmly consolidates itself as a leading organisation in Cambodia in an area of work previously ignored or not known. The Rabbit School is the KPF’s flagship project. It began its activities in May 1997 in order to provide education and therapy for the children with disabilities who were living at the Nutrition Center, a government-operated orphanage in Phnom Penh. The Rabbit School is pioneering the development of appropriate formal educational programs for Cambodian children with multiple and severe disabilities. As a model to government and others, it has been instrumental in getting ‘inclusive education’ adopted as a national policy in Cambodia. It is crucial that the programs continue, in order to provide a brighter future for these children across Cambodia. The Rabbit School was integrated into the Komar Pikar Founddation (KPF) as one of its projects to be supported. The integration of the Rabbit School with the KPF has been important to further support children with multiple and severe disabilities throughout Cambodia. With the existing resource of the Rabbit School, the KPF will be able to provide more opportunities to assist children and youth with moderate to severe disabilities, including orphaned and abandoned children with disabilities. Already, KPF has been able to bring these issues to a wider audience and promote ‘inclusion’ in different government and donor policies, plans and programs, with positive results.
