Marginalized and disengaged target groups of EWs, MSM, LGBT

Background

The Cooperation of Social Services and Development (CSSD) was established on August 8th 2008 and officially registered with the Ministry of Interior on October 28th, 2008. CSSD focuses on improving the circumstances of the “most at risk populations” (MARP) and on reducing the prevalence of HIV/AIDs throughout society, in order to both improve the lives of those suffering currently and dismiss the possibility of any future epidemic. In addition to improving health conditions, CSSD aims to reshape social environments of MARP, in order to decrease stigma and increase acceptance throughout society. By engaging stakeholders and MARP in an open dialogue, CSSD facilitates a greater understanding and knowledge between the local police, establishment owners, health workers, the vulnerable populations, and others. Reducing the negative stigma associated with the MARP population initiates a sense of belonging to the community, transforming present levels of well being and instilling hope for a safer and more positive future. Looking back the CSSD staff has played an increasingly meaningful role in response to HIV and related health issues. CSSD itself has made significant contributions to the national response by promoting and implementing HIV prevention interventions, providing care and support for people living with HIV and helping to mitigate the impact of the disease. Our interventions are highly crucial to get as close as possible to providing universal access to prevention, treatment, care and support. To date there are a lot of achievements that have been made by our staff in terms of HIV/AIDS intervention and prevention with vulnerable and hard to reach people especially Entertainment Workers (EWs), men who have sex with men (MSM) and the transgender (TG) community. The total target beneficiaries are 943 MSM, 365 TG, and 1419 EW. Currently we are working in 5 districts (Meanchey, Chamcar Morn, 7 Makara, DangKo, and Po Senchey) in Phnom Penh.

Mission

CSSD works to reach vulnerable and marginalized individuals, especially entertainment workers (EW) and men who have sex with men (MSM) to increase their access to health care and to provide a network of social and psychological support. CSSD also cooperates with relevant stakeholders, such as local authorities and medical professionals, in order to reduce stigma and discrimination, increase the economic standing, and improve social equality of high-risk individuals. By fostering open communication, CSSD aims to promote social integration and restore personal agency of their targeted populations.
