Background

Originally, a French NGO, Enfantset Development (E&D), was implementing an integrated program in two sub-urban commune of Stuen Meean Chey and Dangkor, Phnom Penh, in 1991. In the view of achievements and experience gained from the implementation of the program activities, Cambodian staff-who was implementing the program-established a Cambodian NGO, Sovannphoum, with the support of E&D, in order to continue program activities in existing areas, and to increase similar activities and service to other areas of Cambodia. Sovann Phoun was, than, registered by the Ministry of Interior as a local NGO, on April 10, 2000, with ti own head office in Phnom Penh. SovannPhoun is a non-government, non-religious, non-profit organization, working for the best interested of the child, using child-centered community development approach, and is one of the leading NGOs specialized in the child-to-child approach for health education and working for benefiting to vulnerable and disadvantaged group: Child and Woman, through the implementation of socio-economic programs. Its current Strategic Plan 2011-2014, SovannPhoum has been implementing four main programs of education, Vocational Training, health and Economic in Phnom Penh sum communities, and province of Kandal, Kampongspeu, Kampong cham, and Siemreap. Through participatory institutional and SWOT/BEEF Analysis, SovannPhoum nearly meet the standard of NGOs (Policy audit, financial system Asseessment, Human Resource management, M&E system assessment and leadership and management assessment). More then 70% of legal and operation has been significantly progressed. However, SovannPhoum has produce significantly outcome and has some room for improvement as below table;
