Background

NGO Disability and Development Partnership (NDDP), is a development driven organization working on disability issues that focus on integrating disability into society and promoting the improved quality of life of persons with disabilities. It was founded and established in 2011, and it was registered with the Ministry of Interior on July 26, 2011. NDDP commits to re-enforce Disabled People’s Organizations and Disabled Women’s Development Forums and to promote the rights and improve the quality of life of marginalized groups, especially persons with disabilities, through building long term partnerships with concerned stakeholders around the challenges of workforce development, cross-cutting issues, gender and women empowerment, education inclusive development, rights promotion and community-based rehabilitation. The disability programs will be located in the provinces of Kompongspeu, Kompongchhnang, Takeo, Pursat and Kompot. Cambodia organized the regional seminar on addressing the human costs of anti-personnel landmines The Royal Government of Cambodia co-organized a Regional Seminar on Addressing the Human Costs of Anti-Personnel Landmines with ICRC and UNDP, 20-21 September 2011, Cambodiana Hotel, Phnom Penh. It was aimed to hear from the states in the region concerning their views on the AP-Mine Ban Convention, and it will also provide a platform for states parties to the convention to present their experiences and challenges in its implementation. There are approximately 20 state and non-state parties participated this regional seminar. The Ministry of Social Affairs, Veterans and Youth Rehabilitation was invited to present the Cambodian experiences on the assisting victim assistance. Mr. Lao Veng, Director of Welfare for Persons with Disabilities Department showed that around 1.44% of total population are having disability [Census 2008], 63, 922 mine casualties recorded since 1979, over 153,000 persons with disabilities have mobility difficulty and require assistive devices, and 71.5% of persons with disabilities are living in rural areas. According to a study of the military use and effectiveness of anti-personnel mines [p.34] said that Cambodia, 1978 – present, none of the warring factions in Cambodia carried out any meaningful mapping or marketing of minefields, and as a result no minefield maps were available when mine clearance started. Nor did the parties make any attempt to control the spread of mines, many of which were deployed for the purpose of population control. The use of mines against the lives and property of the civilian population has been a systematic tactic of Khmer Rouge. Government calls for bans on landmines and the destruction of mine stocks have coincides with the re-mining of areas laboriously cleared by humanitarian organizations. Despite the recent restoration of peace, both the government and the Khmer Rouge have apparently continued mining. There have been a reported increase in the numbers of casualties in 1994 as compared with 1991, and Cambodia is now the country with the highest number of amputees in proportion to the population. To date, the Khmer Rouge has actively prevented the United Nations and Cambodian Government survey teams from assessing the extent of contamination in areas under its control.
