Overview

To work with a coalition of NGOs, government institutions, and community based organizations (CBOs) towards empowering local fishing communities by strengthening grassroots’ organizations across the country. FACT collaborates with NGOs concerned with fisheries and other natural resource issues who are directly involved with local fishing communities. FACT works towards building a strong coalition of NGOs and local grassroots’ organizations to protect fisheries, water resources and other natural resources in the Tonle Sap Lake, Mekong River and Cambodian marine regions along the coastal provinces.

Background

History / Background Fishery Action Coalition Team (FACT) is a coalition of NGOs established in 2000 by a group of NGO members working on fisheries and environmental issues around the Tonle Sap Lake. It was established as part of the environment project of the NGO Forum on Cambodia. At that time, a group of NGOs interested in fisheries issues formed a sub-working group which then was supported by different international NGOs such as Oxfam, NGO Forum on Cambodia, and Environmental Justice Foundation. The group of eight NGOs later decided to form the Fishery Action Coalition Team. In January 2004, FACT separated from the NGO Forum on Cambodia following the reform in fisheries sector of Cambodia, in which the government declared to release up to 56% of the commercial fishing lots to community management. FACT’s active members are all Cambodian NGO staff who are committed to conducting advocacy in fisheries issues and monitoring policy reforms. FACT’s program mobilizes provincial NGOs and Community Based Organizations (CBOs) to more effective conduct advocacy programs that respond to development policies and development programs. FACT focuses its work around the Tonle Sap lake area and in the coastal provinces, on issues that affect Cambodian communities livelihoods.

Vision

FACT is guided by a vision that is based on the values and importance of fishery resources for the food security of the rural people. FACT seeks to participate in further building up and developing good governance and management in the fisheries sector of Cambodia. FACT wants to see a society; • Where people can gain access to fishery resources to have enough food for their day to day living; • Where local fishing communities’ voices are heard and taken into account in decision-making and policies formulation; • Which fisheries resources are used and managed in a sustainable way for the benefits of the present and future generations; • Where local people have equal access to fishery resources and are supported to attain their social, political and economic rights and enhance their quality of lives; • Where fishery resources are not just for economic benefit but also for social, cultural and environmental values of the local people.
