Overview

The Committee for Free and Fair Elections in Cambodia (COMFREL) is a non-profit, independent, and non-partisan from political parties and the Government. The leader of 10 non-governmental organizations and 2 dignitaries are forming a COMFREL’s Board of Directors, who oversees the Executive Committee. This latter has 7 members including the Executive Director. Presently, COMFREL are focusing on the following such programs as: 1. Advocacy and Lobbying, 2. Media and Campaign, 3. Public Forum, 4. Post election Monitoring and 5. Civic Education and Special Project on Election Monitoring.

Background

COMFREL, Committee for Free and Fair Elections in Cambodia, has its origins in the Task Force on Cambodia, which came together to provide an independent, non-partisan domestic monitoring team for the May 1993 UNTAC elections and worked in close collaboration with the relevant international organizations throughout Cambodia in order to monitor the electoral process, before, during and after polling day. In 1995, a decision was made to establish COMFREL as a permanent election-monitoring organization.

Mission

COMFREL mission is to help to create and informed and favourable climate. 1). For Free and Fair Elections through lobbying and advocacy for a suitable legal framework, education to inform voters of their rights and monitoring activities that both discourage irregularities and provide comprehensive monitoring data to enable an objective, on-partisan assessment of the election process. 2). For meaningfulness of post elections through education and public forums to encourage citizens to participate in politics and decision-making, advocacy/lobby for electoral reforms that increase accountability of elected officials and provide comprehensive monitoring data to enable and objective, non-partisan assessment of the fulfillments of political platform and performance of elected officials.
