Overview

Oxfam America is an international development and humanitarian agency. Working with local partners, Oxfam delivers development programs and humanitarian response, and campaigns for change in global practices and policies that keep people in poverty. As a member of Oxfam International, OA is committed to the belief that everyone should be able to pursue a sustainable livelihood, have access to adequate social services, be assured of physical security and personal integrity, and be free to exercise a full range of political and cultural rights. It is also committed to cooperate in the emerging global citizen’s movement for economic and social justice through building and strengthening partnerships, alliances, and a constituency base; and to significantly improve the quality, efficiency, coherence and impact of its work. Oxfam America’s East Asia Regional Office (EARO) ensures that small-scale farming and fishing communities, especially women and ethnic minorities: • Will have greater access and control over land, water and river resources; • Are employing economic strategies that provide greater food and income security, and reduce their vulenerability to external shocks; • Will receive more equitable benefits from trade, and its associated agreements and practices Oxfam America EARO supports and works with partner organizations in Cambodia, Vietnam, Laos, China, Burma, Thailand, Indonesia, Philippines, US, Australia and Japan.

Background

Between 1997 and 1999, Oxfam America's Southeast Asia regional program gave support to more than 50 partners working in the Philippines, Cambodia, Vietnam and others working regionally across Southeast Asia. Since its office move from the Philippines to Cambodia in 1998, Oxfam America's (now) East Asia Regional Program support broader goals of addressing social change objectives and influencing decision making in support of the rights of river communities, small-scale farmers and fishers interests in the Mekong River Basin, Indonesia and the Philippines. The over-arching goal of the regional program is to strengthen the livelihoods of small-scale farmers and fishers in the Mekong River Basin by improving their food and income security and enhancing access to and control over natural resources and their sustainable utilization. OA’s East Asia programs support efforts that generate debate and new thinking on development models in order to influence more equitable policies and practices especially related to river basin and watershed management, livelihoods diversification, market access and value additiona, fair trade and fair and equitable macro trade policies and agreements. This support is via the provision of funding, technical or research and networking support, policy advocacy and campaigning
