Overview

Central to Oxfam Australia (OAus)’s approach is the belief that poverty and injustice are avoidable and can be overcome by human action. OAus believes that poverty and injustice are maintained by entrenched inequalities within and between countries. We believe that inequalities within nations reflect fundamental differences in class, gender and identity and that inequalities between nations, often rooted in the colonial experience, are being exacerbated by indiscriminate trade and investment liberalisation and financial deregulation. OAus believes that everyone has certain basic human rights, including the right to life, education, healthcare, a livelihood, a say in their future and to an identity. These rights are institutionalised in international covenants and other agreements. States, the corporate sector and civil society organisations like OAus have a responsibility to protect and promote these rights. OAus seeks to promote and protect these rights by addressing the structural causes of poverty and injustice, by reducing vulnerability and by alleviating poverty. In all its work, OAus seeks to enable those experiencing poverty and injustice to take control of the development process

Background

OAus has had a program presence in Cambodia since 1979, when it first supported Oxfam Great Britain’s relief efforts in the wake of the Khmer Rouge regime. OAus has had an in-country presence in Cambodia since 1986 with the Freedom From Hunger campaign and the merged organization, Community Aid Abroad-Freedom From Hunger established a field office in 1992. In 1995, OAus moved to shared premises with the other Oxfams working in Cambodia. OAus’s Cambodia program has worked to meet the basic needs of the poorest communities in isolated areas. Food security has been the primary focus of the program with broader development initiatives implemented through an integrated development program. Activities include small-scale irrigation, agricultural extension, animal husbandry, income generation and community capacity building. One of the primary aims of the program is to strengthen the capacity of communities to develop themselves. Much work is done is in training community members in identifying their development needs and creating their own solutions to their problems. OAus also works in partnership with provincial and district government counterparts with the aim of increasing government capacity to continue community development work beyond the life of the program. In brief, OAus has worked continuously in integrated development and poverty alleviation interventions in Takeo, Kratie and Stung Treng provinces with the following activities. Food security through agricultural extension, irrigation facilities rehabilitation, water user communities, establishment of rice banks, animal health training, Self Help Group (SHG), Village infrastructure (roads and bridges), Health care, water & sanitation ,Credit schemes, Gender awareness training, Emergency relief and capacity building for government counterparts as well as community members.
