Background

In 1993, the Cambodian National Council (CNC) based in the United States implemented a Cambodian-American Volunteer Project in Cambodia. The project was funded by USAID and operated for four years before finally localizing into a local capacity building organization focusing on training and advocacy. SILAKA was incorporated as a non-political, non-sectarian local Cambodian NGO in January 1997 registered with the Ministry of Interior. SILAKA works to identify and provide quality programs and training opportunities for individuals and organizations. As a leading capacity building organization, SILAKA’s offers unsurpassed service and delivery of high quality training and consultant services. We can work with you in an improvement process that is collaborative, values based, and focused on achieving success of your organization/institution. We work mainly with non-profit organizations, and governmental institutions to support, develop and implement projects to bring about gender equity, accountability and effective management.

Mission

SILAKA sets out to establish, build and strengthen the capacity of Cambodians by: Remaining concerned & sensitive to client’s needs while providing the quality relevant training; Promote good governance and gender equality in rebuilding Cambodian society; Nurturing networking and cooperation to engage both demand and supply sides; Sharing knowledge and experiences to help advancement Cambodian’s development, and peace building.

Project Summary

SILAKA is the leading agency of the capacity development sub-committee of the Committee to Promote Women in Politics (CPWP), working to build the capacity of women leader at the provincial, district and commune level to improve knowledge in the discharge of their mandate and functions and in the sub national line government and to promote awareness on women’s rights and to build their self confidence in order to address community issues and in finding solution. This project will train leadership to Women Leader at Sub National Level (WLSN) and Young Women Activists (YWA) to promote their leadership through enhancing their knowledge on women’s and children’s issues to build in their advocacy agenda for the community development. WLSN project is implemented through ‌partnership with 4 partners which are members of CPWP such as SILAKA, Gender and Development for Cambodia (GADC), Partnership for Development in Kampuchea (PADEK), and Kampuchea Women’s Welfare Association (KWWA). -The Deepening Local Democratic Governance “DLDG” The Deepening Local Democratic Governance through Social Accountability in Asia project, DLDG, aims to improve democratic practices in urban local governance institutions through social accountability for improving the provision of basic service of water and sanitation to the most marginalized families in Takhmao Municipality, Kandal, Cambodia. DLDG is set to improve democratic practices, particularly participation, transparency and accountability mechanisms in the targetd community. DLDG will work to enhance organized civic action and participation through mobilization, capacity building, campaigns and participatory monitoring in ensuring accountability. It intends to enhance citizens’ access to information and basic services by developing partnership with elected municipalities to establish ‘models’ of social accountability mechanisms. With the lessons from these interventions coupled with specific policy analysis at the sub-national and national levels, policy dialogues and policy oriented capacity building will be organized towards policy changes. DLDG intends to enhance capacities of local intermediary civil society organizations through trainings, exposure visits, on-site coaching and mentoring.
