Overview

CAFOD works in partnership with people and organisations, from those of all faiths, and none, although we have particular empathy and solidarity with other Catholic institutions and organisations. Southern-based civil society organisations represent the majority of our partnerships, but we recognise the complexities of the world we work in, the evolving nature of human relations, and the need to expand our engagement with a number of actors as agents for social transformation. CAFOD sees partnership as an equitable relationship, for the purpose of co-operating to achieve greater and longer-lasting positive changes in the lives of the poorest and most disadvantaged. CAFOD gives great attention to maintaining high quality relationships with partners, which is supported by a set of partnership principles and standards. CAFOD’s relationships with partners are governed by six partnership principles: shared partnership objectives, mutual accountability, equitable relationships, subsidiarity & participation, capacity strengthening and innovation. The Cambodia Programme sits under the International Development Group, within the Asia Middle East team. The programme is managed from a decentralised office in Phnom Penh.

Background

CAFOD (Catholic Agency for Overseas Development) has come to existence since 1960s, and poverty alleviation and global justice has been its major commitment. Registered as a Catholic aid agency for England and Wales, CAFOD is working with more than 500 partners across the world including Africa, Middle East, Latin America and the Caribbean, and Asia. Grants from CAFOD are utilised to ensure that men and women in developing countries are having descent living, having access to clean water, education, and health care. As one among the Catholic International Development Agencies, CAFOD has been playing a role in Cambodia’s development since 1980. In early 2011, the institution opened its regional office in Phnom Penh to manage programs in South East Asia, mainly Cambodia and Myanmar, and to build a closer relationship with partners and other development stakeholders. Having long been involved in the country, CAFOD’s work has evolved over the years to strategically focus on Land rights, Livelihoods and Resilience, and Green Inclusive Growth.

Mission

We are inspired by Scripture, Catholic Social Teaching and by the experiences and hopes of people who are disadvantaged and living in poverty. We work with people of all faiths and done. As part of the Catholic community, and together with partners and the global Caritas family, we: > work with poor and disadvantaged communities in the global South to overcome poverty and bring about sustainable development and well-being > project lives and relieve suffering during emergencies; reduce the risk to vulnerable communities as a result of conflict and natural disaster > raise awareness and understanding of the causes of poverty and injustice to inspire a commitment to lasting change > challenge those with power to adopt policies and behaviour that promote social justice and end poverty.

Goal

Aim 4, Building our partnership in the Catholic Community so that- Catholics in England and Wales are inspired to challenge global poverty through prayer, action and giving, so transforming their own lives.

Project Summary

CAFOD's strategy for Cambodia is: An active civil society that incorporates the voices of the poorest and most disadvantaged especially rural and farming communities, alongside an accountable and responsive government and a private sector that is held responsible for their actions, in order that societal structures promote just access to food, water, and forest resources in order for all to flourish and live in dignity. Under this, CAFOD’s programmes focus on 3 key areas: Food security, WASH & WRM, and Forests
