Overview

Following the 1991 Paris Peace Agreements, Dr. Kek Galabru and other overseas Cambodians founded LICADHO, a non-governmental and apolitical organization. In July 1992, LICADHO was officially recognized and an office in Phnom Penh was opened immediately to provide voter education and monitor election related abuses to selected target groups.

Background

The Cambodian League for the Promotion and Defense of Human Rights (LICADHO)’s an association to achieve a democratic society that is peaceful, stable and whose government and institutions are committed to human rights and social justice. LICADHO’s goals are to promote human rights principles and the rule of law. Objectives are to improve the implementation of laws and protect people from human rights violations.
